DSM: Mauros Pitch Plan to Develop Franklin Field

Polk County Supervisors Chairman John Mauro and his son Tim are working with the Des Moines Parks Board to take advantage of the public amenities and services located along Franklin Avenue between 48th Street and 55th Street and develop a 2 acre portion of Franklin Field in to a 3 story, 6 Million dollar, 40 unit, low-income senior apartment complex.

An appraisal has not been conducted for the Franklin Field property, nor have the Mauros submitted a formal offer to buy the land.


A 2003 improvement plan for the Waveland Park neighborhood specifies a need to diversify its housing stock. A similar plan drafted in 2008 for the Merle Hay neighborhood points to a lack of senior housing options.


Funny enough, both plans 2020 land use plan(s) also show the area as Park/Open Space. Both plans were adopted by the Polk County Board of Supervisors of which Mauro has been an elected member of since 1990. Unless he voted against the adoption of those plans I would assume he understands both neighborhoods are planning on that area remaining Park/Open Space until 2020. Additionally, I think perhaps any past decisions he voted on which applied County funds towards recent improvements in the area around the site in question would present a bit of a conflict of interest. I mean, wouldn't it be great if we could all take public money, vote to apply it for improvements in and around a certain area, and then magically decide that might be a good place to develop! Sweet deal :?

The Franklin Field site is ideal for a senior housing development given its proximity to the community center, shopping and health care, Tim Mauro said.

"I don't know if we could draw it up any better - from what it is close to, the attributes around it and the community itself," he said. "... There's a lot of good that comes from this kind of development."

The Des Moines Park and Recreation Board will meet on Tuesday, May 24, 2011, at 5:00p.m. in the City Hall, Council Chambers located at 400 Robert D. Ray to consider this proposal with the included input from area residents and neighborhood associations.

"Let me be clear..." I am not opposed to Senior Housing in the area but I find issue with Mauro developing this and the potential conflicts of interest with his elected official involvement in public investment in recent improvements to service and amenities that will benefit this/his developments success and marketability... seems a bit muddy. And, personally I'd love to see something like this move just a bit east down the street to the area currently occupied by the vacant Stogdills Appliance store the struggling strip mall that was home to Lifetime Fitness. Here is an idea or two: work with IFA, the City and current owners to buy both sites, they equal about 2 acres. Level it all, and build a four story building with street level retail to replace the current struggling strip-mall spaces, and put senior housing on the top three floors. The surrounding land uses, a Mercy Clinic, a mega-church/former school, a cemetery, a high/medium density apartment complex, a food brokerage??, and the library will all benefit as well as the neighborhood from a little redevelopment.

Or option 2: renovate some of what was once Jefferson Junior High and then Des Moines Christian School into senior housing; I wonder if First Federated is using the entire building since the school moved to Urbandale?

Another thing that bothers me about this potential deal... if the City is not actively marketing the site then is it open season on developing parkland anywhere in the City? It seems like the Mauros were just driving around and thought "Hey, that park looks like a great place to develop". Are developers now being encouraged to decide what parkland in Des Moines is availiable to develop without any active planning for sale on the City's part?

How dare you! I would certainly never think of suggesting somebody on the Board of Supervisors (with their $90,000 plus salary) would possibly be sketchy. It's interesting how the low income market seems to be filled with politicians who know how the system works to not only help us little 'ol poor people, but also how to help themselves (Hatch, etc.). I'd sure like a piece of that pie.

In their defense, I do think the previous Mauro projects look nice, so long as they keep up on maintenance and grounds.

This project is looking like it's a go. It was awarded CDBG financing earlier this month. It will again replicate what was built down at SE 6th Street, only with one building instead of two.

Revamped development plans for a city-owned property on Franklin Avenue will be discussed this month at two public meetings. Original plans called for a roughly $6 million, 40-unit senior apartment building at Franklin Field, currently used as public green-space. In April, the proposed development at 5250 Franklin Ave. was scaled back to 30 units at a cost of about $3.8 million. Construction could start in October.

Merle Hay Neighborhood Association members have made efforts to stay up to speed on the project, but the association was not directly informed of the amended plans until July 18. Residents in Merle Hay and other neighborhoods continue to gather information.

Since the development proposal became public in early 2011, supporters have emphasized expanding senior housing options to the area. Others have argued for maintaining, and possibly enhancing the green-space, listed for years as a park on the city’s website. The latest version of the proposed senior apartment project will be considered by the Urban Design Review Board on Aug. 21. City Council members on Aug. 27 are scheduled to vote on a contract with the developers, John and Tim Mauro of Franklin Field Senior Apartments, LLLP.

Residents can review and weigh in on the proposed changes at the Aug. 21 Urban Design Review Board meeting. The panel makes recommendations to the City Council on various public and private development projects. The board generally meets in the council chambers at City Hall. The official time of the Aug. 21 meeting has not been posted. Another opportunity for public comment will come on Aug. 27 when the City Council votes on the development contract with Franklin Field Senior Housing, LLLP. Council meetings start at 4:30 p.m. at City Hall, 400 Robert D. Ray Drive. The Merle Hay Neighborhood Association would like to gather neighborhood feedback on the project via email at merlehayneighbors@gmail.com.
